Fernando Blanco de Lema was born in Cee in 1796. At the early age of 13 he emigrated to Cuba where, after years of hard work, he made fortune with the ironmongery business and trade relations. Shortly before this death, in 1875, he wrote a will in which he bequeathed 750.000 gold pesos in order to build and maintain a school of Primary and Secondary Education in his home town. The executors and his representative in Spain, scientist Vicente Vázquez Queipo, carried out the great project that would determine the origins of the Foundation in the middle of a sour journalistic and legal argument. Fernando Blanco´s ashes rest in the chapel of the school whose foundation he had ordered.
